libio-html-perl software package provides open an HTML file with automatic charset detection, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libio-html-perl
libio-html-perl is installed in your system.
Make ensure the libio-html-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libio-html-perl *
You will get with libio-html-perl package name, version, architecture and description in a table
